I am currently in the middle of replacing all the leaking gaskets on my 3tc and I was taking a look at my valves. They are a bit ruddy and maybe burned some. I was wondering what would be the running price for my head to be rectified, cleaned, and have new valves reset? Or should i just wait and rebuild the whole top end next winter and just do the gaskets? It ran great except for all the leaking oil and water. There was one oil port that was about 50% blocked. All information, opinions, and guidance is appreciated. If I get a chance later after work ill pop some pics of the head up here.

*IF* it was running fine before... and you have SET plans to do a complete overhaul in less than a year... I say put it back and dont worry about it now.
Concerning what work you want to have done for the overhaul...
At the very least... when you have the valve job have a nice 3 angle one done (4AGE shown)

If your current valves are re-usable, I would recommend they get back cut as well as cut to match the 3 angle (4AGE shown)
besides these steps you could consider getting the head ported... but that typically adds a lot to your costs (good head porting costs about $500+ depending on what is performed)
Here is an exhaust port view at Mazda/Probe 2.2 liter head the right side goes from undone to nearly finished... left side is the control so you can see the actual port work

Same Mazda/Probe, this time the intake side... the control is the stamped #8 at the top of each
