Quick question regarding EGR

Hey there, I recently acquired an '82 te72. Long story short, it has a downdraft Webber and the EGR does not seem to be hooked up. I am trying to get it through local emissions, and tried some of tricks to try to get it to pass, namely denatured alcohol, but that did not yield the results I was hoping for. Right now I am a little bit confused. There is a pipe that runs under the stock headers and is routed to something next to the oil filter (EGR?), but every time I look for EGR diagrams online, it shows something next to the water neck.

I am really hoping someone has a pic or a diagram, because that would help me out tremendously! I attached a picture of the culprate. Any help is much appreciated!

I think I figured it out. I am pretty sure what I was looking at was part of the smog pump, since the previous owner seems to have removed it.
